WordPress plugin question!!!!!!?

So I've looked everywhere for this but everytime I find a link about how to add plugin's it doesn't help at all. I'm supposed to have a plugin tab on the side of my screen apparently but I don't so I can't figure out what to do. I don't know if you have to pay to be able to use plugins or not, I just started a couple of days ago. I made a blog on a video game:
